To All Terlingua Ranch Property Owners:
 
The POATRI Board of Directors unanimously recommends the acceptance of the negotiated Terlingua Ranch Maintenance Association (TRMA) document.
 
Since November 1970 Terlingua Ranch has been managed under the developer’s (Great Western Corporation) maintenance agreement document. This document was not structured for the future of a project of the large scope of Terlingua Ranch. Our needs have changed from a land sales group to a corporation that must be run professionally to assure its continued financial viability. During this 37 year period, the Ranch has not been able to keep pace with rising costs and increasing maintenance needs. Infrastructure has deteriorated and increased property owner use of roads has required a much higher level of road maintenance. Maintenance assessments were not increased for 20 years and subsequent increases have barely provided for the inflation of operating costs, with no provision for needed replacements or repairs.
 
During the recent lawsuit negotiations, legal, financial, and management professionals joined in countless hours of research and study to draft a new Terlingua Ranch Maintenance Association document. This negotiated TRMA plans for the future by establishing direction and guidelines to govern the actions of the POATRI Board of Directors as well as placing controls and limits that protect the interests of the property owners.
 
It is anticipated that the stability and fairness provided by this comprehensive document will meet property owner needs for many years into the future. All essential services can be maintained and improved. Road maintenance can continue at the high level that has been reached. Needed repairs can gradually be made to buildings and improvements.
 
The Board of Directors supports the flat fee as shown in the new TRMA as the only equitable assessment structure because POATRI gives equal service and equal votes to each owner. This was the premise behind the owner vote for the flat fee which was passed in 2005 by a majority of our voters -- equal access, equal service, equal vote. Nothing has changed since then. A base plus acreage plan that would fund this year’s budget and plan for next year’s would make a difference of less than $15.00 annually for the smaller land owner, while significantly increasing the cost to owners of 35 acres or more.
 
Your vote is critical to the future of Terlingua Ranch and the increasing value of your investment in this beautiful land. We encourage you to study the negotiated TRMA and vote "YES" for the future of Terlingua Ranch.
